26.01 Prior to the request for an
audit, the Council or the Trustees will state in writing the
grounds and nature of the proposed audit. Where the Council or
Trustees have grounds to believe that proper payments have not
been made under this Agreement, they shall have the right to
inspect the Employer's records, and the employer shall grant
access for same. Where the employer has denied access and a
violation has been determined at arbitration, the employer
shall pay the audit and arbitration costs.
